It is not on SE to purchase routing plans/options, thats not really a thing on the customer end. Its the ISP job to route traffic around affected nodes regardless of who is sending/receiving the traffic and if the ISP doesn't have the infrastructure to have backups that is solely on the ISP, not their customer. Net Neutrality is kind of a different subject to this issue though but yes there is prioritized traffic on the network; as Baingoleth said traffic from more important sources like banks or the government will get higher priority in the network and sent through first if there congestion.
