Again, talk to your ISP and have them take a look and check your lines if necessary. If every game besides FFXIV is working fine then more than likely your routing to the server is bad. So again, talk to your ISP.

It has nothing to do with people's ISP. Last night doing O4 and Rabanastre before reset over half the raid kept lagging/d'cing constantly. Once again, this has nothing to do with unstable internet if that many people were having issues all at the same time.

Except in this case it has everything to do with the ISP's. You can have stable internet to one site, and have it be completely borked to another site. The internet isn't just a thing that works or doesn't work, there are a lot of connection points that can fail along the pathways to different servers that control web traffic, streaming, and game services.

If it was the FFXIV servers, LITERALLY EVERYONE would be having issues.
