1. The number of characters on an account is irrelevant since only one can play at a time. Also the storage space is quite small for character data so that hinders nothing.
2. The paid subscription is already a deterrent, its also not working as evidence by the current situation. Increasing the price wouldn't change anything.
3. Inactive accounts aren't the problem with Balmung and Gilgamesh, doing this would only antagonize players and not fix anything.
4. I don't even know what your point is but changing the data center for either Gilgamesh or Balmung doesn't change the problem with the server itself. Also, one persons opinion on the party finder being garbage is irrelevant because there's no factual data to prove anything.

Balmung and Gilgamesh are closed because there are too many players playing on it regularly and it has become too taxing on the hardware. By all accounts, both servers have shrunk and aren't as overpopulated as they used to be but they are still beyond what SE wants them to be at. Until more people leave the servers they will stay locked.
