Ninja and inconsistent Mudra input lag

So this been going on for awhile.
i have 2.09 recast time on my weaponskills

When i go (WS ->Fuma Shuriken -> WS) it sometimes goes through the second weapon skill without clipping at all, and sometimes it clips really badly

So my question is, is this due to server, or my end? is this normal for everyone else?
