I see stronghold camps pretty full at some times, at some levels there is one or two good camps, if there is more people it will get a bit hard to find a spot. I don't see any problem with finding people for ifrit or even darkhold. And finally the problem with the market wards getting full of retainers.
The Problem is not that you cannot find ppl for events, it is that most of the paying members already got multiple 50s and/or not leveling anymore. I dont think there are many new players around. Besides of that , merging only the lower populated servers seems logical to me.
