Hi there! I know there's been an announcement made, and here are some suggestions.
Housing should be limited to one personal house per server. Those who own multiple houses should receive a notice to pick which they want to keep, while the others get removed. They should be reimbursed similar to the demolition reimbursement already implemented. Take the people on Mateus who bought up a whole ward, there was no housing available to anyone who switched. Who needs 30 houses anyway? There are also the "flippers" or "scalpers" that like to buy multiple plots and resell them for ridiculous amounts of gil, i.e. 70mil for a small.

Players should only be allowed to own one personal housing plot and one FC plot per server. Apartments are many in number, so those can stay one per character and possibly allow a 2nd tenant. To add to the "one per server", somehow allow access to your other characters as well, similar to tenants but for yourself. This would mean being able to change the owner of the house amongst your characters, if you were to transfer one of them elsewhere.
Another suggestion is having a 30+ day cooldown after buying/relocating a plot. That in itself should be for buying as a whole, so no one can mass buy, if a limit isn't implemented on how many someone can buy. They can buy multiple, but now they have to wait a month before they can. Y'know?
This is to ultimately prevent people from buying multiple houses and reselling for a ridiculous amount of money. It will also allow other individuals and FCs to obtain housing and not congest the wards.
