How do I progress to White Mage? Do I have to be level 15 Arcanist to get the quest to become a White Mage?

I believe you only need to be level 30 CNJ now. E-Sumi-Yan should give you a quest that sends you to South Shroud. You may need to progress past a certain point in the main story.

Yup. And if you don't done so, do it.

And don't miss the job quests, that opens every 5 levels until level 50 and, from 50 to 60, every 2 levels and from 60 to 70, at 63, 65, 68 and 70. They're important because they give you new skills/spells (except for the Stormblood ones that isn't the level 70 job quest).

E-Sumi gives you a quest to meet with some other chick in the town South west of quarry mill I think. She gives you the quest to become a white mage i believe.

You need to complete the Conjuror class quests. After the level 30 one, you'll get another quest from the same person that will send you to Raya-O-Senna, who will become your White Mage quest giver.

IIRC the Main Story Quest at 30 is *not* required, but it's been a while. If you've completed all the Conjuror quests and E-Sumi-Yan has a red quest marker on his head, talking to him will tell you what requirement you are missing.

You have to complete the Main Storyline until after you complete the dungeon duty for The Thousands Maws. Once I finished that the quest popped and I was able to advance to White Mage. Thanks for all the advice!

You'll want to follow the main story questline in general. This isn't like other MMOs where the quests are largely optional - nearly everything is locked behind some stage of the MSQ.

Requirements to unlock the quest for the WHM soulstone are all CNJ quests up to level 30, and completion of the main story scenario quest: Sylph Management. The MSQ is level 20. You can check your journal to see if you have completed it, or simply look at your duty list to see if your current quest is above level 20. If it is, you should be good here. There will be your final CNJ quest at level 30 from E-Sumi-Yan, and once completed he will send you to another NPC in the South Shroud named Raya-O-Senna and you will take another level 30 quest for your actual stone. Raya is easy to find. She's just a few yalms north of the Camp Tranquil aetheryte and has two moogles accompanying her
