Thats from the fishing rank 30 or 36 quest. I forget which.

Hate to break it to you but I believe that dock is just an area used for Fisher quests. Love your GM Call though lol

The “Docks” you found are part of the Fisher quest story line, you go there for: “The Beast of the Barrel” around level 35, but interesting glitch never the less.
