The purpose would be to eliminate the cost-for-performance argument.
"Quivers as gear" means you equip a quiver, which has an unlimited supply of a given arrow.

I wouldn't care either way. The only ones that would be hurt by it are Carpenters, but they have an income from Weapons and misc. gear and they will eventually be the ones to make furniture so I don't think it would be too big a deal in the long run.
I'd rather just see the arrows just becoming a single, equippable thing (ie: you equip "Cobalt Arrows" into ammo and you have an unlimited supply) rather than having to make an entirely new thing with the Quivers, cut out the middle man.
Archer damage is actually good now, and they can DD from far away. Once animation lock goes away the only real downside ARC would have would be needing to pay for arrows, so as a balancing mechanism I think it's fair. Arrows really aren't that expensive or difficult to gather materials for anymore.

like any gear come with some stats different designs so forth
That would be fine, IMO. I think most bows have their own quiver to match it though. I know Ifrit and Moogle bows have their own quiver designs.
throwing this question on all my advanced job threads to see what direction people want that class to go (since its now p2p). so what other advanced jobs do you think they should or could implement threw archer and a description of the job and their role(please leave the hate for bard out of your comments)

Ranger, which is what they should have gotten first (instead of bard)
Ranger seems indeed the most logical choice.
I have no problems with Archer getting BRD as a job though. I mean, if anything, this job will be as in demand as it is in FFXI, but it will also be able to do damage. I'd say it's a win-win situation.
Now that Archers were nerfed recently, it is entirely possible that Rangers will be the kind of ranged attacker that Archers once were. So it would make sense that, as an Archer, you specialize in pure damage, or in damage coupled with support. Therefore, your job is either Bard or Archer.
I agree that a ranged DD specialist would be best. GIving the choice to players to be the support job or the DD job. Personally, the only reason I leveled archer was because information was released that its first job would be bard. I love the support classes/jobs myself.
Musketeer. gun specialization onry. large damage on ws and attacks but longer cd between "auto attacks"
updating as more info surfaces
