How do I make this?

and I'm wondering how to make it. Basically, the counter with a servant behind it. I've seen people with similar set ups (like: https://housingsnap.com/1672) but when I use the half wall, they're generally so big that the people I put behind them are almost covered up by the half wall. How do create that look? Is there something you can put the servant people on?

Femroe, both Elzen, and male Au Ra are also pretty visible over the half partitions.

Roe vendor and a high camera angle are what you're seeing. The vendor is actually standing on the floor.

Npcs can't be placed on anything but the floor. There's no way to physically elevate them or even "float" them like some other pieces.

Get a taller NPC or a smaller counter.
