There will be people who are against the idea of a redo for whatever reason, be it the location they're in, their neighbours, house size. etc. Unless they offer a better working solution, they aren't worth responding to.
removing size based restrictions would help. scrap garden limits so all 3 sizes of house can have 3 gardens and the same number of retainers outside or merchants indoors and crafting facilities.. that would be a pretty large step in the right direction.

secondly tie in an outdoor allotment or even some kind of balcony garden to appartements. that would also give apartment owners a chance to access gardening facilities.

both of these things would help alleviate some of the demand for the larger plot sizes..

also upgrades should be an option. allow players to build at least a medium on a small plot or a large on a medium plot would take a bit of redesign to overall plot sizes but it could help a lot of people without actually changing the wards overall design too much thus keeping the neighbourhood feeling and layout of plots

a complete redo is not a solution. a lot of people spent a hell of a lot of time, gils and effort in building there homes and neighbourhoods. expecting them to take that all away just so someone else can get a house is incredibly selfish thinkning.
