Parsers only working on training dummies would level the field for the console players, yes. Assuming you mean to break ACT and any other 3rd party parsers in the process.

It'd really piss of most the pro parser crowd though honestly.

As far as training dummies go the playing field is already level. You don't need a parser. If you can stomp that dummy in 2:50 and then next time stomp it in 2:30 That is a clearly visible and measurable improvement.
Like wise if you can smash it in 2:50 AND next time the 3 minutes us up while the dummy still has 3% health it's a clearly visible and measurable decrease in your performance..

Just because there no actual fps number doesn't mean you can't accurately measure or compare your performance
