Using an unofficial parser is common enough so that you can be pretty much guaranteed to have at least 1 person parsing in whatever content you do. It's fairly certain that everyone who has ever done extremes or Savage has at least one parse record up on logs (so far I haven't met an exception). If you would ban all the people parsing, you wouldn't have any raid groups and you'd lose a great part of the PC playerbase. The developers know this and accept this and strongly support the don't ask don't tell policy.

It's true 3rd party programs may include unwanted additional features (such as the currently commonly used parsing program having a mechanic call / timeline feature which I personally consider cheating). But that's only one more reason to support an official program. Because parsing is required as long as SE keeps releasing content with DPS checks.
