This game very much is back in beta. 2.0 is the full retail game, 1.x is merely SE's attempt to cling to a player base that initially felt ripped off.
If this was the retail version we wouldn't hear "we can't add that till 2.0" so often.

No there isn't slight differences -- A beta is a product that's basically finished but is only testing a portion of what's completed (usually the important and iffy parts before release, this is true for online and offline games alike), an overhaul is usually scraping or completely redoing a product or system, which is what pushes game release dates back because they're changing something they don't like completely. XIV lacked systems not because they had them already designed and just rushed the game out, it lacked them because it wasn't designed at all because it was rushed out, and now they're overhauled every system in a game. An MMORPG beta you never overhaul for release, you optimize the hell out of it.
For example, Adobe Audition 3.0 > Adobe Audition CS5 you could consider 3.0/3.1 a "beta" if you want to argue semantics, if Adobe Audition suddenly became FL Studio 14.0, that would be an overhaul.
You mean like how they're slowly implementing and testing all the things for 2.0? Like the server structure, engine, battle mechanics and how stats effect the game? The sort of basic things that should have been covered in the original beta?

Cause that is totally not what SE is doing right now, changing things around, putting out one patch, seeing it did not go over so well with the community and changing it again to please people, yup, totally not a BETA!It's not semantics realistically -- Betas are games with none of their completed feature implemented because it's just testing x systems over y period before release -- XIV lacked certain systems and optimization due to being released too early and on an engine not suited for MMORPGs. It's being overhauled currently which isn't a beta.
So semantics would be saying overhaul is another word for beta, which is untrue.

Overhauling a game is redoing the foundation. Things didn't go over well because the game was rushed out and a lot of things weren't even designed to be implemented, betas have the systems in place and just testing before releasing.
What's being tested now? Nothing -- What they implemented is what they wanted to implement for the update, they aren't "testing" anything, if people keep complaining about stuff and SE keeps changing it, it's because they're changing it based on feedback for the next update.
They're not overhauling the game. They completely redesigning it. They're testing server structure and the new 2.0 engine. The foundations of any game.
