Too many empty houses

Yeah, the house flippers are a severe pain but I really wish that SE would keep tabs on this.... If they had a system that would flag anyone relinquishing or allowing a plot timer to run out within x amount of days after purchasing it, they could follow up with another system that checks for any transfer of gil in high sums tied to that service account. Through trades, placing in FC chests, or through the MB. If there has been any transactions recently, the account would be flagged for further investigation. House flippers losing the plot and gil. I do think the buyer should get the gil back since they are a victim of a terrible system just trying to get a house however they can and it isn't their fault some people are jerks, but at the same time a part of me thinks "buyers fuel the problem" so if they are also punished then it would help even more so I'm torn on that.... But I think the plot should be locked and set back for sale at a random time in these cases.

I think it would help to discourage house flipping a lot. There are some flaws in my suggestion, but it would be a start at least...
