As to the subject at hand-
I do feel a little disappointed when seeing empty or nearly-empty houses sitting around the neighborhood and I do try to keep an eye on them to see if there is something shady like plot flipping going on. However, I know for a fact that I would absolutely despise anyone coming into my house and trying to tell me how I am allowed to decorate it.
Who is going to set or enforce some arbitrary rules about decorating? SE? Because they are doing a great job at managing housing as it is.If they actually followed your suggestion, they would just slap up some minimum number of furnishings required inside a house to stop the demo timer. Would it make you feel better to walk into an otherwise empty house and see 100 glade benches shoved into a corner? Or do you think they are going to organize some sort of totalitarian Homeowners Association who will march through the wards, checking houses and have the authority to chuck out anyone who doesn't decorate up to their standards? Because that sounds like hell.

The only real issue here with empty houses is that it becomes hard to tell the difference between house flipper and someone who just generally hasn't gotten around to it. Unfortunately in the current climate of housing the rule of thumb for most communities is no decorations = house flippers. This is not helped of course by a good portion of Shirogane on some servers being owned by known house flippers. There really isn't anything we can do, nor should we unless we know beyond a shadow of a doubt that is what is happening. I know too many people who struggle to get gil, and on a place like Balmung where you really have to know what you are doing to play the MB getting the gil to decorate can be a pain.
Yeah, the house flippers are a severe pain but I really wish that SE would keep tabs on this.... If they had a system that would flag anyone relinquishing or allowing a plot timer to run out within x amount of days after purchasing it, they could follow up with another system that checks for any transfer of gil in high sums tied to that service account. Through trades, placing in FC chests, or through the MB. If there has been any transactions recently, the account would be flagged for further investigation. House flippers losing the plot and gil. I do think the buyer should get the gil back since they are a victim of a terrible system just trying to get a house however they can and it isn't their fault some people are jerks, but at the same time a part of me thinks "buyers fuel the problem" so if they are also punished then it would help even more so I'm torn on that.... But I think the plot should be locked and set back for sale at a random time in these cases.
I think it would help to discourage house flipping a lot. There are some flaws in my suggestion, but it would be a start at least...

This is all they have to do to kill personal house flippers many of us have said it for along time...random timer 1-7 days after a house is relinquished beofore its put back up forsale...Do NOT make it public just putt he timer in and screw the sellers and buyers. if you buy from a flipper u deserve getting screwed to
The problem with always doing this and not just in cases where there is something suspicious (which could be detected by systems), is what happens if someone wants to change their own home from a personal to an FC estate or something of the like? Since my FC did this once, I'm a bit conscious of it I guess. Our FC originally was a personal house but the leader turned it into the FC house. This couldn't have been done easily with this system. :/ Of course, if they allowed us to easily change our homes to FC homes or from FC homes to personal, that'd be cool.
But yeah....sometimes there are legit people giving plots to friends, etc. But I guess it just sucks that a couple of rotten apples ruin the bunch and make it so we can't have nice things and always using a random timer may just be the best way to go about it. I still would prefer it if it was only for suspicious activity though.

Decorating a house takes time and even gil depending on the person and the size of the house. Me and my waifu both own a personal home and a FC house, yet my house is the only one thats fully furnished. Note I have almost all my crafting classes to 50, the reason its taking so long to decorate the other two homes...TIME!!! No matter how you appoarch decorating a house its all about time and how much you can invest and when.
My only issue is people buying the houses, letting them sit empty and can't even be bothered to log in anymore after buying it. The small next to my house in shirogane is owned by a 2 person FC. Neither of the people have logged in since the plot was purchased. I only caught a glimps of them once, and that was when they were buying it. I'm on almost constantly (#nolife) and I check to see if they are online frequently. It's really depressing, because we have a great strip of awesome neighbors who talk and chill together, and then there's them. I can't tell if they're just having rl issues, or if they plan on selling the house.
Y'know, I have to wonder if most of the empty houses aren't purchased with the intent of flipping them once the price becomes right.
