Targeting Assistance

I currently have the setting where in order to cast a specific spell/action on something I'd first need to click it but I'm wondering if there's a macro I can make which allows me to hover my mouse over a target player and use Goad on them. Is there a /command which activates 'mouse-over' for that skill?

like: /ac "Goad" <mo>

or or for a complete macro:

/micon "Goad"
/ac "Goad" <mo>

<t>: uses the skill on your target
<tt>: uses the skill on your targets target
<mo>: uses the skill on the target under your mouse
<X>: uses the skill on the char on place X in your party list. X is a number 1-8, 1 for yourself.
