Divine Commandment: Scatter, Poor Naming?

The final boss of The Royal City of Rabanastre afflicts random people with an enfeeblement named Divine Commandment: Scatter. The word scatter means to spread out, but as far as I can tell, this debuff's effect is triggered when you do (or don't) move, including standing still and attacking just like Churn, Acceleration Bomb, or Blighted Bouquet. Therefore, this name can be plenty confusing.

However, maybe I'm wrong about this debuff's effect? It seemed to trigger regardless of people around me, but maybe I wasn't far away enough to truly test this completely.

And btw, other stuff isn't named correctly either. I'm not sure what happened this patch:

You have to move around for this one - but only if boss activates the white face. If the boss activates the red/demon face beforehand you have to stand still, I believe

Okay, so it is triggered by movement. I guess "scatter" isn't completely wrong after all now that I think more about it, but it's definitely confusing when new.
