Massive fps drops since Windows 1709 update

Hi guys, since the latest Windows Creator update I'm having a lot of problems running FFXIV in borderless windowed.
I run a 1440p 144hz G-Sync monitor and a 1080p 60hz, the game start at 144fps like it always did but as soon as I click outside of the game windows (anywhere on my 2nd monitor, or I even just alt +tab) I can see my fps halving to 72.
The moment I click back in the game windows the framerate halves again reaching 29-35fps and it stay there no matter what, the only thing that bring it back to 144 is setting the game in fullscreen and back to borderless, but again the first click outside of the game start the loop again.
    My build is:
    i5 6600K
    GTX 1080Ti
    16gb DDR4
    I tried with the following drivers: 385.69, 387.92, 387.98
    I tried to enable/disable game bar/game mode/fullscreen optimisation.

    Any suggestion?

Yeah, appears to be an issue with the new version of Windows 10 in general.

Appears its affecting other games, to the point some games just give black screen. Hopefully we'll see a new driver or a fix from Microsoft.

I updated to this updated and deleted the recovery like a big dummy. I'm also suffering these issues and reinstalling windows did not work for me because the latest iso contains the Fall creators update.

I was able to get back to almost my peak fps by uninstalling the latest october nvidia driver: 387.92 - WHQL
and rolling back to the September driver: 385.69 - WHQL

It pains me to feel how intrusive these new Windows 10 updates are.
