Strange FPS

EDIT: Solved it. If you are having the same issue try going to your Nvidia Control Panel --> 3ds settings --> Adaptive Vsync and turn it off. Ofc this only works if you have an Nvidia but good luck

Okay so bear with me for a while and I'm sorry if this is the wrong place to post this.

My FF14 client has some strange FPS and here's a small list of what's happening.

1. When I tab out but can still see the screen, my FPS counter goes up
2. When the Windows 10 Skype overlay is on the screen, the box that tells me who im speaking with, my FPS goes up

When I'm tabbed in the game, no matter what limit I put on my FPS, I run at a consistent 29 on the FF14 settings menu FPS, 30 on steam FPS and 30 on my GeForce FPS counters. I play the game through Steam and this has, to the best of my knowledge, never been a problem. It's just so darn weird o.O

Other games also worked fine, good FPS on the games that usually did lol

Any ideas? I've updated my drivers and so far no luck
