I think what is most confusing to me is, some of the hempen garb did get unlocked.

Is Stormblood there are male hyur wearing the male elezen hempen gear during the Return to Ivalice quests. >: I've really been looking forward to it.

Not to mention, I think the Viera and Hrots share with some of the other races no?
