It's almost like it's just undergarment with no true cultural worth and are race-locked for arbitrary reasons!

I expect they're not actually culturally Duskwights, in the same way Far Eastern Hyur "aren't Midlanders", but they're certainly using Duskwight models.
I should expect it's something along those lines, but like you said, that really butchers any cultural, lore justification to keep it locked. Because people without any obvious ties to aforementioned culture are using those designs.
