The existing tops are barely cultural as it is. Even the recycled ones that Viera and Hrothgar get seem to be just about which race their body model was derived from, not any thoughtful decision on which existing style suited them. (If it had been more deliberately picked out, I would expect the Highlander or Roegadyn camise for female Viera, Miqo'te undershirt for male Viera and probably Highlander for male Hrothgar.)

Even among the races with unique styles, female Au Ra's frilly camisole makes little sense as cultural wear. A simpler style like the Midlander camise would work better for them. Even then, they span so many different cultures that they don't have a single cultural identity to adhere to.

Making all the styles available to all the characters puts control of that back in the players' hands. They can decide what suits their individual character.

Right now the focus for adapting old gear models to new bodies seems to all be going into gender unlocks, but maybe they can turn their attention to the hempen sets once they're done with that.
