I think what is most confusing to me is, some of the hempen garb did get unlocked.

They do, which is why it now makes sense to unlock the rest of the Hempen styles to all races. It's no longer unique racial gear.

...As a Highlander I hate the bondage underwear and REALLY just want what the normal tank top the hyur have. Would also not mind the the Elezen set. Even the Aura negligee is better, but I'm not really the lacy-wearing type.
