Monk didn't use MP in FFXI so no.
Assuming there is only one target and it is not highly resistable then this ability will be somewhat usefull in parties.

The duration seems indefinite, balanced only by MP drain and being unable to deal damage to target or use any ability yourself. If it only lasted 10-20 seconds it'd be nothing more than a glorified Stun. Hell Pounce has a 10s Stun.
Also, the "freeze the fight" scenario to recover when fighting a single enemy is the only useful party situation I can think of.
