Because Salted Earth goes on CD and can't be used anymore and Salt and Darkness is a triggered ability connected to it.
It's very different than a 1 2 3 combo too because it takes the button out of commission, so doing something with it is fine imo.

Spamming one button does feel very different than spamming two buttons imo, seriously I really hope that the devs don't listen to people asking for this.
Both because it wouldn't be a choice, or at least it wouldn't feel like it.
No one will on purpose hamper themselves and make things more difficult in a game like this.
Even if you wouldn't be literally forced into it if it was made an option most people would still feel heavily incentivized to do it even if they didn't like it especially in hard content.
And also because the devs would start designing the game around it.

There are cases where it being one button makes sense, for example the GNB Gnashing Fang combo because it's one ability that has been split into three buttons.
Same with Salted Earth and Salt and Darkness, it's essentially one ability so making it one button makes sense.
Your 1 2 3 combo however is not one and the same or so heavily tied to one another and also when you press one of them they don't make the button otherwise unavailable with a CD and you press them more regularly.

Separate abilities should be separate buttons imo.
The more buttons you start removing the less involved it begins to feel and even if you make it optional it's still going to end up being the norm and what people feel compelled to do.
We've seen this for almost twenty years now in WoW and how horribly this simplification and hand-holding has affected the game and its content in the modding scene and how it very much isn't optional in effect.
