First Question's Answer:
Tooltip says "additional effect". Thus this is an effect that is ON TOP of the IQ+1 which you would have gotten from any touches. In other words, just like Precise Touch, each Patient Touch gives 2 stacks of IQ... at the risk of losing half of your whole IQ stack. I have ALL the new and old revamped skills listed and explained there pretty clearly.

Second Question's Answer:
You are lacking a bit of stats for making i320 Ala Mhigan gear. The i320 are much harder than regular 2 star recipes. Regular 2 star recipes have been macro-solved using pure NQ mats. The new 2 star recipe isn't exactly macro-solved yet. We either rely on very long rotations or we macro but using a ton of expensive HQ mats. Anyway, to even do regular 2 star recipe, you need about 1330/1220. So you need to either acquire the i300 yellow scrip mainhand (I dont recommend getting the whole set of i300, as that is just as expensive as melding your whole i290 set), or do some melds on your i290 to reach that point, just to make regular 2 stars. 1330/1220 for the new 2 star recipes is "doable", but 412 CP is definitely falling short to be used for making the new 2 star recipe. I don't have an answer for you regarding CP. I mean obviously, melding your Zelkova accessories is gonna break your bank. But that CP is going to be quite useful for making Ala Mhigan gear. You can try doing it with your base 412 CP, and you might get lucky with it using the long MaMa rotation? Still, I think 412 is a bit short. Even for your mainhand, obtaining a i300 mainhand cost 1300 yellow scrips, which is much more than the 750 yellow scrips for obtaining an i325 ala mhigan mainhand, so you might as well use 750 scrips for the "alchemics" (an item exchanged using yellow scrips), and send all the mats to someone who can make you the i325 mainhand... And if you'r already doing this, you might as well, do it with the rest of your gear too...

Question 3's Answer:
As mentioned above, unless you have 460+ CP, it's rather difficult to reliably HQ the new 2 star recipes... What I am really afraid of, is whether they will release new accessories in the next patch... If they do, then melding your Zelkova now would be quite a disaster... To me, it seems likely that they will do so, since right now, everything is i320, but accessories and offhands are i290 only. But without that CP, you really have difficult tackling with the making of Ala Mhigan gear. Sorry, I don't have a good solution for you.
