Level Sync and How to Fix It

and a lot of tanks/healers spam dungeons to level because of their already fast queue.

this won't happen if they don't make the DAILY leveling roulette XP bonus unlimited. they don't spam the low level ones unless they are also low level. this has nothing to do with high level characters losing abilities.
