That population didn't die with him, which means that the existence of Garleans loyal to (a certain ideal of) the Empire but also open-minded, sympathetic, and capable of meeting in the middle is practically a certainty. Isn't this exactly the sort of thing you and the other Garlean sympathizers wanted - nuance to Garlemald, for them and their population to more than just a generic Evil Empire?
