3.3 Profanity and Offensive Language. You may not use profanity or any language that a reasonable person would find offensive. The Game is for players aged 13 and older. You agree to behave accordingly.
Given this, a full on normal report of the person is permissible and advised by SE themselves.
That's more them covering their bases than really caring about what's said in chat channels (otherwise the profanity filter wouldn't be optional, and censorship would be hard-coded into chat like some other games do). It may vary by GM, but in general they're just going to tell you to blacklist them, which is a perfectly reasonable response considering that's the entire reason it exists. It's not defending people being "obscene", it's being realistic. SE gave us tools to help deal with disputes and if you refuse to make use of them like the OP that's your own fault.

With this character's death, the thread of prophecy remains intact.

I get the understandable approach of blacklisting, I do. I wasn't saying that isn't a reasonable approach in combination with the report they made. I understand you're not necessarily defending their actions, but if you're using the fact that blacklist exist as a rational to not report them, then I do have to call your reasoning into question. Not to sway the topic, but you're then boiling it down to "If I don't see it/It doesn't affect me, no reason to concern myself with it." Admittedly, if this was about any other channel other than NN, I probably wouldn't be making this argument. However, I've had a friend quit over the toxicity of NN before. I managed to dissuade him out of it, however NN can often be the first impression of this game people get. While I'm not saying everyone or even many would quit over such a thing, your complicity by simply ignoring the issue can actively hurt the game's community.

I admit, there is a decent portion of information missing from the OP as well, and can't assume the exact circumstances, but people are seemingly attacking the fact he kicked them in an attempt to moderate the channel. If they were really spamming vulgar and obscene things, I fail to see how anyone can fault him for doing so.
