The odds of seeing it have got to be quite low though - if you consider the whole loot list. Doing it 66 times doesn't change that. But I do hope you get it eventually.I literally just made a Reddit post about this a few days ago. I'm currently up to 20+ hours of Skalla nonstop within the last 3 days and I have not seen the fending coat drop not once. I've been keeping a log of the items that have been dropping as well. I'm currently up to 66 runs.
I saw your reddit post and I feel you. I'm in the same boat. All I've been doing this past week is running Skalla for that healer top. I've lost count of how many times I've even did it, but it's getting ridiculous and disheartening.

This is a legitimate concern and it is potentially only going to get continually worse under the current system in dungeons and raids as more and more jobs are introduced. I'm not going to sit here and do the napkin math but since ARR has launched I believe there have been a total of 6 new jobs (Ninja, Dark Knight, Astrologian, Machinist, Samurai and Red Mage), so the percentage chance of seeing a piece of gear for your job has gone down considerably over the course of only two expansions.
Would it really kill them to change the chests from 2 to 4 drops now? So many folks (myself included) are leveling alts so the excuse of letting people get gear too fast is a poor one at best, especially in things like 24-man where you are limited to 1 drop a week. I shouldn't have to run Rabanastre double digit times a week or more until a piece for my Machinist that I need finally drops.
I share the OPs concern and I believe it is a valid one that deserves more than all of the lemmings shouting RNG, like people have never heard that one before. OP even went out of their way to mention that they understand there should be some kind of grind for it but that it feels excessive and still, folks felt the need to chime in like that. It's absurd.
People keep bringing it up because that's literally all it is. This has been in place since the start...and even long before XIV was around. Can it suck? Yes. Can it be frustrating? Double yes. But the fact remains that this is just how MMOs work. If it's not gear, it's a mount. Or a minion. Or a number of other things. Maybe I've been an MMO junky for so long that I'm just indifferent, but I don't really see how this is a huge issue. That said, adding another drop or 2 here or there isn't a bad idea. Dark Knigh share Armor with PLD,WAR. So outside Weapon no the drop rate did no change
AST with WHM,SCH so no it hasn't changed the drop rated.
MCH with BRD.
SAM with MNK
RDM with BLM, SMN
So the only class the change the drop rate was Ninja like 4 years ago.

I got the aiming chest on the first try (super lucky), but have been farming the tank chest for days with nothing to show for it (instant queues and no competition either QQ)
I wish they'd increase drops in this dungeon. It's one of the first dungeons I've ever grinded for gear (I really, really don't like PvE, especially dungeons), and it's so disheartening to go for one body/leg drop at the end.
I've lost count of all the runs I've done up to now. What happened to that smart loot drop system the other expert dungeons had? Did they get rid of it?
Cause as nice as Skalla is, I'm pretty sick of it already, and I have more gear for jobs not even at 70 than the only one I've actually run it on. . .
RNG hates you as much as it hates me. It took me 30+ runs of Pharos HM/Saint Morciane(or however you spell it) each to get the DRG chest piece for a glamour. Just need to be resilient and push on through until you finally do see/get it....which is a bit annoying, but the only way to do it sadly.
