You sir are an example of a responsible fc leader. In my opinion ONE person should control admin housing options (e.g. Demo, relinquish, etc.) and that person should be the fc leader and only the fc leader. Gil can be made again, but housing is finite.
Gonna be honest, the fact you invested that much gil and time into fulfilling this supposed friend's requests (and that of his GF and other friend), and that it amounted to so much - is a huge red flag to me. You were being used. I know how much that can hurt and how disappointing it can be, especially if you'd considered them a friend. Some people have no shame.

The stupidest part is that what he stole isn't even that much gil. All in all I feel very sad for you OP, but don't forget that there are still people out there who can be trusted. What he did was horrible and you did not deserve that but what's done is done and in the end it's just something in a game. Good luck, I hope karma will bite him in the ass.

I surely hope you had a talk with them afterwards and kicked them out of the FC.
As others have said, the solution would have been to change privileges as soon as you got the house.

In all honesty you should have removed the powers before logging out after he secured the house you wanted. Never put trust in strangers on the internet; no matter how much you think you trust them they will prove you wrong.
All the officers in my FC are personal friends I actually know IRL and even then I limit the power they have very tightly.
It's unfortunate that it happened to you. Let it be a valuable lesson, though - betrayal is often so horrible because you do not expect it. Never assume that you know everything about someone you only know online. You can spend time playing games with someone for years only for them to turn around and stab you in the back over something very trivial. It's easy for people to be manipulative in an environment where they can safely sit back and take the time to say the 'perfect' things to earn somebody else's trust.
So if I understand correctly, anyone that has permission to move FC house or take Gil will still need further approval from FC master correct?The Method is to add a confirmation message a timed one like a ready check or party invite if the FC master didn't click on yes or the time has ran out other fc members who have the right to relocate or take fc gil will not be able too. It's a background check routine that only applies to other ranks except FC masters. This Check can be optional the FC leader decides that.
To be honest, I don't think this is a solution.
If you gave someone rights to do something, then why would they need further approval from you?
The way I would fix this, there should be a token that you give to any FC member that let them withdraw Gil or move FC house. Depends on the number of tokens you give them, that is the number of time they can do it.
This gives you more control over how many times people can move your FC house or take Gil. And it doesn't require you to be online for approval.
If you ask someone to move FC house you will give them 1 token only to do so.
The token should be untradable once the player receives them and has a time limit of 24h. If time expires the token should be unusable (Just like eternal bond invitations).
To move the FC house, there should be 3 different tokens, one for each plot size. This to make sure that they don't move it to the wrong plot or get greedy.
