Just a thought... All the houses in new wards start out small. Same with apartments. But through achievement points (or FC credits if it's for an FC), you can upgrade. This has several benefits:

- It cuts back on the one-man FCs trying to score housing. A large upgrade could be a million credits -- easy enough for FCs to attain if they work together.

- It takes gil out of the equation so all of those stupid RMT bots get nothing.

- It prevents people buying up a whole ward. I've been playing for nearly 4 years and I have something like 7,000 achievement points. If you could upgrade your house to a medium for something like 5,000 points, it shows that you worked for it. This also prevents the creation and auto-leveling of alts just to score a house.

- Apartments would start as they are now, but could be upgraded to two and three floors respectively, in the same way. At two floors, you get an instanced courtyard where you can garden too.
