As I said check out the World quest system. They are very similar... the only difference is that World quest don't have timers and reward artifact power and endgame gear whereas FATEs have timers and offer no rewards so nobody does them. And as you said that some FATEs need to be completed for another to spawn its the same with World quests... they need to be done for new ones to pop up in the map.

Oy, check your WoW world quests again. They do have timers, just really long ones. The "end game gear" is absolute crap for the most part that's only good for vendor/shard fodder unless you just hit level cap, and even then most of the time it's still crap with junk stats you don't need and would downgrade you. Really the only reason to do the world quests in WoW is for that very minute chance you open your coffer at the end and get a legendary, and even then, good odds it'll be a crap one with junk stats that'll make ya wanna cry because you know the next one is going to take a very long time to get.

Fates aren't perfect, but unlike the god awful World quests from WoW you can actually just farm them 'till you drop dead if you wanted, they keep spawning indefinitely. And they do offer rewards and different ones at that depending on the fate. Do a little research, ya may find something you want out of them.
