How about an Auction system for initial release day of new Districts or Wards. Initial prices are initially low to start, but people can bid on houses for up to 24-48 hours after initial release. The bid placed is deducted as if you bought it preventing people from placing bids they can't afford or bidding multiple high amounts all over and locking people out. Winning on a plot removes your bids from all other houses and prevents new bids from being made for the duration of the Auction. Losing bids get their money back by mog mail. This way it's not first come first serve, avoids server issues as everyone won't necessarily log in at server start and gives people who for one reason can't log on at server start a shot at getting a plot.

Doing so will give only more power to the people who are monopolising the ward. People will the bare minimum to buy a house will not even stand a fighting chance. Also gives them more time to secure more wards since they don't have to beat the login queues and race against people for the housing. I can already think of at least 5 ways I can exploit this and make money out of this, so no, even if bidding is permitted to one per account it is still easily exploitable.

I never said people couldn't make money on it at all, but with 1 per account per server it at least prevents slum lords from taking over dozens of houses, the issue at hand is everything being taken after only an hour or two. Even in the existing districts there was nothing left anywhere when i logged in at 9:30a

This could possibly work. Housing is a luxury item, so only those with gil would stand a chance, but at the same time it would make it very hard to plan. I feel like most people wouldn't want to spend a lot of time waiting to see if they get the house or not too. People have to go to work and such, they can't sit there and bid all day long. And to place a bid and walk away would almost guarantee that you won't get it.

One house & one fc per server. Alts on same server can not buy housing. one per account thing isn't a good idea.

People have spent years playing multiple servers. They should each have an option to buy houses.

Fc should be separated or have a different type of house for ranking systems. They can spend company seals for houses or make new fc currency. Do journeys to upgrade plots or to buy bigger plots.
Give it an area that can do the shops since no one really uses those house skins and big markets with its own currency. Keep fc out of residential areas. Make three new areas for fc to be in.

Let housing have a friends access option. people are coming up on the land or in my house asking me to sell my home to them and I am in lavender beds. I wanted some friends to come by so i opened the access. It wasn't meant to be open for the public.
Not only are the people without housing unhappy but the people bugging the ones with housing are getting that way too. Please help.

That's why a longer period would be necessary so people can go back and rebid. Add to that maybe have the auctions be per Ward not all at once.
