No. It was added because people complained that the person they kicked would rejoin the same instance.

I can understand that complaint, but in that case why not just prevent vote kicked people from rejoining the instance? If they were kicked they shouldnt be allowed to rejoin anyway.. But taking away the option for someone to switch and fill a much rarer role seems like a bad decision to me..

Probably because SE's technical implementations of things... aren't always the most graceful. It's probably easier for them to keep a list of who has been in the particular instance and deny rejoins, or something. (And, to further complicate things, people in the past have asked to be kicked to switch or repair or whatever...)

Couldn't you have left and then rejoin? You only get the penalty if you're the first person to leave. Your working makes it sound like you were already missing a player in your party/alliance (unless I'm mistaken and no one had left).
I specifically recall joining in progress a dungeon that was missing a Healer (I was DPS). I left and then rejoined that same party as a WHM. That was this year, maybe a month or so before SB's release.

It is, but I only made this post because of a run earlier today where someone said 'Hey I'll leave and rejoin as a healer', and barely managed to keep them from leaving. So many of the newer players/players who took very long breaks from the game don't know about this.

And I'm rewording the first post since a lot of people don't understand it.

You are allowed, but not in the same DF group after leaving the content. DF will put you in another group.
Or OP mean the 30 minute penalty if you leave a full group.

Is that a recent change?? Because I clearly remember about six months ago being in a World of Darkness run where we kicked someone for being terrible and five minutes later they were thrown into another alliance who then had to suffer their presence. Or does it only account for voluntary leaving?
