    They are banned for breaking the rules (real money trading). Just like the people selling clears cross-server (RMT) or buying clears by account sharing should be. Getting carried for free or for gil is not forbidden or harmful so there's no problem with that.

    Exactly this, if they are giving account info its a TOS violation, and if they are buying or selling clears from cross server groups with real money then its literally RMT and needs to be dealt with as such.
