Yokai Watch 2017-Can't find the Poor Healed Youth.

I know I'm way above level 15 and I must have completed "The Ul'dah Envoy" a long time ago. But where is this Poor Healed Youth I'm supposed to find? I looked all over the Steps of Nald, can't find him anywhere.

I'm standing next to him at X:9.2 Y: 9.1 in steps of nald. He's basically at the top of the steps after you come out of the Aethernet chamber

The yokai event also requires you to travel to the Gold Saucer a couple times, so its possible he doesnt show if you dont have that unlocked. The quest for that one is in the same general area - something like "It Could Happen To You". Look for the quest+ marker indicating that something is unlocked. And while im sure this isnt the problem, ill mention it incase anyone else comes looking and it helps them. This is the same Yokai event from last year, just re-opened. So if you already had it started, you dont need to restart.
