Thoughts on additional wards

I would honestly suggest transforming the current 12 wards into FC only housing. Then adding a 13th Ward with plots that are decorated, but each one leads to an unlimited amount of instanced plots, similar to how apartments and FC rooms function.

I'd really hate this solution. It's basically saying that my whole house would disappear from the neighbourhood and would become an apartment. I love the neighbourhood and I love feeling like a part of it. I'm sure we can find solutions that don't involve running over people who already own houses.
