Sorry, but I vehemently disagree that a single player owning a large house is "bad behavior".9 is the magic number since you need more than one account, the number would also rise with plot size.
if you're willing to do that and get other people to help you then you probably deserve those extra plots.
just because you can't get rid of all bad behavior doesn't mean you shouldn't take steps to deter it from being rampant.
Having a single-player FC isn't bad behavior either, people are just trying to make it out to be one because they're buttmad they didn't get a house when they feel like they "deserve" one more than someone else.
There's not enough to do. This is an instanced based game, when people are logged in, they are doing their trials/raids/roulettes.
there is so very little incentive for a single player to be inside his/her house, there's even less incentive for them to stand outside in their yard.
it's kind of a double-edged sword, you would want furniture that can boost crafting so someone would actually want to go into their house and go to their crafting station to do crafts. you would want extra storage in a house (that's for not just furnishings) so that people don't just use the Retainer Bells in Rhalgar's Reach / Kugane. the problem is when you make houses actually useful this would make it even worse that there are so many players who don't have them.
and owning a house is incentive to do events/quests that reward furnishings. what's the point of having a Christmas Tree if you don't have a yard to put it in.
EDIT: For what it's worth, I actually agree with this statement. It's unfortunate that housing has limited features because they're not available to everyone, and to give them serious incentives outside of fun factor (and the limited opportunities they offered with airships and gardening) would cause mass riots on the forums and Reddit. This is actually part of the selfish reason I WANT them to do something about housing - because I want to actually use my house for stuff again. I've decorated it how I like it, I have no desire to remodel with the furnishings we have available, and I've gardened and raised my chocobo to 20 already. There's nothing left for me to DO with it. And I won't feel right getting more to do with it until I actually see housing wards with empty plots on my servers weeks after they open - implying that supply has finally met the demand.

would you quit misrepresenting the statements, it's not "having a single-player FC" that's bad behavior it's making them on an alt (even multiple alts) for the purpose of hogging extra houses when it's a well known problem that there's a housing shortage.
it's like pirating a game/movie that you never would've paid for, it's like ordering so much food you know half of it is going to get thrown out. it's not a truly awful thing like rape and murder, if there's infinite supply it wouldn't matter if everyone did it but there isn't infinite supply, there isn't even adequate supply and it's well known that there isn't.
when a free company with 10+ people don't have a house when they have enough gil to buy multiple large plots of course people are going to feel like they "deserve" one before someone else gets a 5th house in a single player FC on their 4th alt character.
my FC has a Large Shirogane plot, i have a medium personal plot that i like and have no interest in moving anywhere except to maybe a beachfront Large in Mist, i even bought a small Shirogane plot on an alt to give to a friend. there's no "buttmad" here. i just have empathy for other people.
