By adding 1 additional Subdivision to each ward they could add 1440 lots. They could also add a fourth Subdivision to add another 1440 lots.
This would increase the number of lots to 4320 or respectivly to 5760 lots in total.
Also there would be a huge increase in appartments.
Until Apartments are updated to be more than glorified FC rooms, they won't be considered a viable alternative for most, especially with an FC. If they made it potential to upgrade them into a Penthouse suite with a balcony for gardening, then people would be interested. Regardless, while doubling the Wards certainly helps, it will still pose an issue unless houses become account locked.
