Your numbers are wrong.
We have 4 housing areas with 12 wards each. Every ward has 2 Subdivisions with 30 lots each.
4 x 12 x 2 x 30 = 2880
By adding 1 additional Subdivision to each ward they could add 1440 lots. They could also add a fourth Subdivision to add another 1440 lots.
This would increase the number of lots to 4320 or respectivly to 5760 lots in total.
Also there would be a huge increase in appartments.

So then they jam 4 lowbie alts in it, or whatever arbitrary numbers requirement the housing mob wants to peddle. The actual number is irrelevant.
oh, I see! I DID make a mistake there. Thank you for pointing that out. With 2,880 plots, that would accommodate about 28.9% of the player base. 57% if you include the estimate of how many are rooming with FCs, in apartments, or just don't care about buying houses.
Until Apartments are updated to be more than glorified FC rooms, they won't be considered a viable alternative for most, especially with an FC. If they made it potential to upgrade them into a Penthouse suite with a balcony for gardening, then people would be interested. Regardless, while doubling the Wards certainly helps, it will still pose an issue unless houses become account locked.Your numbers are wrong.

Adding more wards alone won't help. Not unless they add a ridiculous amount of wards, anyway.
9 is the magic number since you need more than one account, the number would also rise with plot size.
if you're willing to do that and get other people to help you then you probably deserve those extra plots.
just because you can't get rid of all bad behavior doesn't mean you shouldn't take steps to deter it from being rampant.

I know the problem with appartments and i think this is one of the more urgent things they should consider and maybe redesign the complete housing system like this:Until Apartments are updated to be more than glorified FC rooms, they won't be considered a viable alternative for most, especially with an FC. - Make appartments be upgradeable in multiple steps to the size of M or L house including the addition of a schrebergarden, balcony or garden on the roof.
- Clear current wards from FCs and make them private only.
- Add an additional Subdivision for FCs only with a special house size around L house or larger like a huge guild hall.
- Give access to Airships for private houses (1 for S, 2 for M and 3 for L).
- Give access to Airships for FCs without houses via their citystate Airshipyard (limited to 1 or 2 Airships).
- Give access to Workshops for FCs without house, maybe via the gobies in idleshire. This may be also a possibility to open Workshopin some kind to all players.
