First and foremost I would like to point out that even though I was "lucky" to acquire a Shirogane Small Plot for the FC I believe the housing system could be revamped.

I believe a solution to the problem doesn't require more wards or instanced housing, it requires a simple mechanic to be added to the game.

Maintenance Costs:

Once a Player or FC purchase land then from that point on they have to pay for the upkeep of the land and the funds perse would go back to the owning area, real life taxation basically.

Should you acquire a plot of land and not build anything on it then your FC or Individual bank will start to pay a fee for the land you own, the rates vary from size of plot. Once an house is built that then would require monetary upkeep this would include the land tax + general repairs.

An house that fails the payment for repairs would have 2 weeks to pay the back amount in full or the house goes into derelict status and all furnishing are then instantly ported to the store room until payment is made, 2 weeks from derelict status the house will be demolished and the plot of land will go into the land tax stage again at this point you would need to pay for the full outstanding amount and a new deed to rebuild an house and again should you fail to pay then the land will become vacant 2 weeks later

This gives 6 weeks turn around for anyone buying an house and forgetting about it, meaning housing should be come regularly available as players who go off the game for months will stand to lose their properties for those currently active.
