with the consistent system resources required with the current housing issue, I propose an alternative. While this is an MMO and Square Enix retains all rights of its data. my proposition is :

develop the base line of how to design whatever housing or realm the player wishes with a world editor of sorts. Players may then write and encrypt there data to send to these housing areas. The original is saved on the server and is logged out, the secondary data is then able to interact as an instance hosted on the players system resources. If you own a server then you can expand to a village, if your hardware only supports an apartment then that's it.

For this to work the data cant be plan text or people could reverse engineer and design there own game around the character data. also no items can be brought from the server or people could give themselves whatever items/stats they wanted and upload them to the live server.

As a way for square to make money off this, add a timer to the character data that is reset when they log back into the game...therefore SE keeps there sub count high... and possible to raise the money for this venue by having player donate in-game currency to show their time commitment or just charge players more like the additional retainer option.
