After further consideration, SE should put a buy restriction into place with 4.2 (ideally 4.15, but I doubt it would be ready by then), so that anyone with more than 1 personal house can no longer buy personal houses.
A forced release should be put into place at like 4.25 or 4.3 at the latest where all houses, except on the character with the most play time, get released.
I think the overwhelming majority of the playerbase would be fine with that approach, as that gives the land barons enough time to divest their assets, while also fixing an aspect of this issue. And for the ones that don't divest, they (very appropriately) get rekt.
The only way I could see this working is if people get to choose the house they wish to keep, maybe have a timer to allow people time to decide. People having more than 1 personal seems selfish to me, but people are just doing what the game allows so who am I to really judge? Either way I think if the details are worked out, it could be a good approach.

While many of us would probably love to have a mug full of land baron tears gathered after seeing SE forcibly rip their land from them, I'd rather they have more finesse and do as you suggested: give them a window to disperse their holdings before SE forces the issue.
That would be the best way to correct SE's initial mistake.
As long as existing multi-plot owners are grandfathered in AND they add auto sharing of houses with alts...sure.
If you mean multi-plot owners get to keep their existing houses but no one else can purchase more than one per account, no. That defeats the entire purpose of such a system. They should be given due warning of a potential change but no, they shouldn't get to keep their 5, 10, 20 plots.
My solution would be as follows
1. For those that own multiple plots grandfather them in, but they cannot relocate or buy another plot till they are down to the set limit.
2. Offer an amnesty period where those that do own multiple plots that are over the set limit can relinquish them for A full in game market value refund until they are at or under the plot ownership limit. (limited time say a month)
3. implement fair and reasonable restrictions on how many persistent housing plots that fair and reasonable
4. Add in some sort of functional every man/woman possibly instanced housing/deluxe apartment(condo) that offers enough room to really be creative and offer effective services concerning gardening, engineering and other housing locked content.
5. Allow each character on the account automatic full access to all housing and apartments on that account.
Wanna prevent house flipping by the land barons of the game? Simple: make it so you can only relinquish one house OR downgrade one house every 45 days. Account wide. People with multiple houses will have auto demolish timers of every house but the last one they entered exposed on the ward select window, for everyone to see. Except the owners, which have to watch their emails as previously expected.
Happiness is manditory.
Not being happy is treason.
Treason is punishable by death.
That won't prevent it. Players who have waited several years for a house will have little issue waiting 45 days. At most it will slow down house flipping. It certainly won't eliminate it. It probably would result in 45 day long auctions for houses and on the last day the highest bidder wins.Wanna prevent house flipping by the land barons of the game?
