An example of this already exists, actually. Remember what happened to Rhalgr's Reach after the attack? You can chalk something like that up to one of the benefits of dropping PS3 support.
This is the route I think they're going with too (haven't played the 4.1 MSQ yet but I've heard the Doman quarter does change once you've completed it). It would at least give them a method to update the appearance of lots of areas throughout the new zones instead of just the 'hub'. And, like you said, it resolves the problem of people coming in and 'liberating' a completely re-built Ala Migho.

I do wonder about how their tech might limit this implementation though. Remember, for example the way Alexander would change as you unlocked the different raids -- there were actually rocks and stuff in-game from the very beginning of 3.0 that mimicked where his head and hands were going to go because they had to have the hit-boxes mapped onto the zone from the very beginning. I wonder if something similar might prevent them from making as drastic changes this way going forward.
