Going to guess it's someone claiming the system is faulty, then the developer stepping in and saying, "no, this is why you've been suspended." Also, going to point out the fact that it took that many reports to have action taken against them. Pretty impressive for a game where you encounter only 11 other players at a time.
You have only so much staff and thousands/ millions of players and hundreds, if not thousands, of tickets a day. Just getting through 80 tickets a day (was the quota) was pretty hard. Add in verifying information, research for validity, catching the player online and not AFK (hopefully in a timely manner).
People are so quick to dismiss GMs taking action against players. "I reported [player] for [violation] and they still play." However, those same people will dismiss that behavior when it comes to a supposed banning for simply buying a house in Shirogane. Really now, that's quite the double standard you've step up there.
