I have an idea for the housing problem that may be a good compromise for everybody.

For those who currently have a house, keep it. The old wards and everything stay exactly the same. Nobody loses out on anything.

Add a new ward in each housing area with all the same plots, but each plot is now instances. To encourage an even load on each plot, dynamically adjust the pricing of the plots based on popularity. To keep the ward from looking bland, hold a contest where people can submit housing designs. The top designs will then be used to flesh out the wards. Maybe give a new title as a reward (Architect?) or some unique glamour items.

And the best thing about all of this? It will severely hamper scalpers and RMT from continuing to abuse the system as the demand for their services will go way down.

I admit I haven't fully fleshed out the idea, but it seems like a solid foundation to me. Thoughts? Criticisms?

I don't love your idea, but it's vastly superior to the giant bag of nothing I got.
