I'm not familiar with controller mechanics, so forgive the ignorance, but would it be any easier to set up a shared hotbar off to the side somewhere for things like that?

For most players, yes, it is. (I use the WXHB bar for those.) But I suppose that what you're used to affects it as well.

I do not have teleport / Return and the other lesser used options hotkeyed anywhere because it was always fairly easy to go into the options menu and select it.

If you're going into the menu anyway, why aren't you just selecting Teleport or Return from the menu? They're both in there directly (in the Travel section). Their presence in the Actions & Traits window is mainly so that you can select them for adding to a hotbar. You don't need it just to activate them, so bringing it up first seems an extra unnecessary step.
