    No, a quest would just make matters worse, having people do the quest and then get nothing at the end of it?
    Even more disheartening.

    The system needs either a radical change or they have to literally bump up the wards by an extremely large margin.

    This situation has gone out of hand,that's the truth and SE needs to take a stance, which i hope isn't "we don't care".
